Speeding up the existing Mark III Data Buffer

Trying to find a straightforward way of speeding up downloading data from a Mark III data buffer is a part of the EVN Mark IV Upgrade project. Various options to speed up the downloads are discussed together with suggestions of initial steps to be taken to verify if the ``serial speedup'' option can be realized. Section steps describes what we could do to verify the ``serial speedup'' option and the sections bkg1st -- bkglast provide background information and present other possible ways of speedup.
