This is Debian Linux's prepackaged version of patch, Larry Wall's program that
allows you to apply diffs to a file automagically.

This package was assembled by Darren Stalder <torin@daft.com>
with source from ftp://prep.ai.mit.edu/pub/gnu/patch-2.5.tar.gz.
The packaging of patch is under the Artistic License.

The previous maintainer was Bill Mitchell <mitchell@mdd.comm.mot.com>.

This source code is copyright under the GNU Public License (GPL), a copy
of which may be found at /usr/doc/copyright/GPL

But then Larry says it can also be under the Artistic License, a copy of
which may be found at /usr/doc/copyright/Artistic

I asked Larry and he said:
I have no problem with anyone including patch in a commercial
distribution. The copyright was only put there to scare off anyone who
might take patch when it was still young and innocent and try to dupe
someone else into paying for something that can be had for free.
You're not trying to dupe people. And patch is no longer young and
innocent.

If you want to know my real feelings about the matter, the Artistic License
that comes with Perl is a more mature formulation. I'll include it below.
I basically wrote it to reassure people who were worried by certain aspects
of the GNU General Public License. (Of course, points 6 and 7 don't apply
to patch.)
